Will stat raising poitions make ur pokemon happier?

Hi I'm trying to make my chansey really happy so it will evolve to blissey it's holding a soothe bell and its been groomed by daisy and the guy in goldenrod city btw this is for soul silver. So will stat raising potions make it more friendlier towards you and other potions Such as health ones? Thnx and plz no rude comments just nice ones:)
