Should I teach Earthquake to Flygon or Aggron in Pokemon Ruby?

Since I can only get one earthquake tm ingame, I don't know who to use it on. They both have about the same attack stat. Flygon gets stab from earthquake. I was thinking about teaching earthquake to one of them and then teach the other dig. Please help.
