Are human rights protecting those who may not deserve them?

I am doing research for school. I need to find out other people's views and opinions on the question. This covers if terrorists are protected too much when their devastation may harm thousands, or if we're too soft on prisoners because of these rights. These are just some views and I would like to find out more. Thanks :)
