How do you get Skarlet's alternate costume and view her stats?

I have seen someone go into a stat menu on youtube for her and look at her alternate costume. I realize it was before she was out so it might have been a hack, but I just need some confirmation on whether or not the alternate costume is obtainable and if there is a stat menu for her.
