Evee Points in Diamond?

Hi I need help to level up my Sneasel's defense stat, he would otherwise be good except he cant take a hit. What pokemon in Diamond will give me the most evee points for defense and if you can, can you tell me the pokemon for speed, attack and special attack. Thanks a bunch!! :)
