I received a call from governmet grants office and they told me that I won 7000$?

On June 13 I received a call from 2029050699 that a lady said she was calling from government grants office and she said I won 7000$ grants and later a lady called from 6462170277 and said that her name is Nancy Smith and she calling from bank of New York and she said that I have to pay 448$ for stat tax to authorize the money which I did and never I received anything. I was searching for this number and a person that I found some reports that this person tricked many people the same way and I was one of them. I want to know that what we can to do. Can we get together, make a case, find this people, and get our money back.
